*Assistant Professor, Program Manager, and Faculty Advisor Adjunct Professor/Faculty Mentor (04-Present) in Walden University's on-line Applied Management Decision Sciences (AMDS) Ph.D. program in Information Systems Management (ISM). Mentor Ph.D. candidates in completing their dissertations in ISM topics (94 Present). Additionally, I currently teach primarily master's level courses in the MBA, Management, Human Resources, Computer Resource Management, Operations and Production Programs at Claflin University. I also am responsible for teaching the final MBA and Undergraduate Business and Management Capstone courses that include an eight-year computer simulation program. Assist the Claflin University's Business Director and Faculty Coordinator in developing new programs for the adult education market. A primary point of contact representing Claflin University within the local business community. Assisted in increasing enrollment to a level that is recognized by the University as being the highest increase among regional campuses. Please note that I have taught 17 different courses including Human Resource Management, Business Statistics, Introduction to Business, Operations/Production Management, Financial Management, Computer Resource Management, Information Technology Project Management, Strategic Management, and Business Policy. Developed 12 MBA courses from scratch for Claflin University's MBA program. Additionally, I currently adjudicate doctoral theses for two universities in India, Acharya Nagarjuna University and Andhra Pradesh University. Prior to these graduate/post graduate experiences, I have taught a wide range of undergraduate business courses at The Citadel and the College of Charleston in Charleston, South Carolina. I am considered an expert in IS and Construction Project Management.

*Chief of the Bureau of Business Management (1992 2012) Responsible for the South Carolina Department of Health and Environmental Control (DHEC) business functions for 130 locations throughout the state serving an organization of 7500. Primary responsibilities involve oversight of over $130M in annual procurement activity; contract and grant administration; facility planning, architect/engineering services, building construction, leasing, and maintenance of all facilities; inventory control and asset accounting for over $400M; art, graphics, photography and printing services for an annual production of 65 million documents; motor vehicle management and maintenance for a fleet of 700 vehicles; mail distribution of over 13 million pieces of mail; central supply distribution center, archiving, and surplus property services; courier and transportation services; management information services; insurance programs; public safety; risk management and strategic management. Act as the business operations liaison between DHEC health services and environmental control divisions, the State Governor's Office, Budget and Control Board, General Services, other state agencies, the State and local Chambers of Commerce, and the local media. Directly supervise a staff of 90 and functionally direct a staff of 350 located throughout the state.

Directly responsible for P&L, Budgeting and Financial Accounting for a staff operational budget of over $7 million. Project Management responsibility for designing, implementing and coordinating over 2000 new projects per month of various degrees of time and complexity including multimillion dollar A&E building construction projects and major software development applications. Received several acknowledgments for being highly efficient and cost effective in my processes. Some of these include: the most efficient printing operation in the state; the most efficient motor vehicle scheduling and maintenance operation; the top procurement operation; the top Minority Business Enterprise Procurement program; the top Construction Project Management award; and the highest agency award for Outstanding Customer Service.

*Chief Finance Officer, Business Manager, Owner (2002-Present) - Responsible for the business functions of Columbia Specialty Chemicals, LLC, which specializes in the wholesale and retail marketing of the full range of organotin products through a Joint Venture with Yunnan Tin Company in China in forming Yunnan Tin Chemical Company in a 50-50 partnership. This venture includes the oversight of the assessment and retrofit of an existing plant and the A&E P&ID design and construction of a new plant. Responsible for developing the business plan in the Americas and Europe. Vice Chairman of the Board of Yunnan Tin Chemical Company.

* Owner and President (74-94) - Business Services, a business operations analysis and consulting firm in Charleston SC. Led teams of up to five functional consultants in analyzing and developing operational and process improvement plans for approximately 100 businesses. Specialized in helping firms develop turnaround plans and expand operations. Had a 95% rate for financial acceptance of the bank development prospectus. Improved sales in all firms from 40% to a high of 380%. Decreased expenses in all firms from 18% to a high of 43%.

* Additional Experiences- While an active duty officer in the US Air Force, I served as a special operations command standardization pilot, operations officer, security officer, communications officer, computer resource officer, and engineering management officer. Visited in an official capacity 70 countries including interacting with the leadership of 13 countries involving Presidential Special Operations assignments while in the Air Force. Additionally, I have been a part-time real estate salesman and investment analyst for Sunshine Investments Company and a Real Estate Broker and Investment Advisor to the President of Combs-McDonald Real Estate Development firm for over 20 years. Primary consultant and project oversight manager for over 30 multi-unit construction projects.

Responsible for developing programs that led to over $170 million in savings in environmental remediation projects and over $50 million in WIC contract processes. Primary A&E/Construction Project Oversight Manager for new facilities at over 130 locations. Developed and implemented a new Management Information System and an Information Technology maintenance program that produced $7.1 million in initial annual savings. Primary Project Oversight Manager for a $9.1 million software development for a state-wide home health system. Developed a pharmaceutical delivery and storage system that saved $1 million annually. Analyzed and developed a financial auditing and an inventory program for medical clinics that served as models for the development of federal programs. Developed programs for improved communications, human relations, risk management, safety awareness among employees, and Project Management and Strategic Management for upper managers. Selected by the Governor of South Carolina to lead the State's Managerial Accountability Program (MAP) Commission for Governmental Purchasing Activity for all state agencies.
